New Mexico has a complex gambling past. When the IGRA was signed by the House in Nineteen Eighty Nine, it seemed like New Mexico might be one of the states to cash in on the American Indian casino craze. Politics assured that wouldn’t be the case.
The New Mexico governor Bruce King assembled a panel in 1990 to discuss a contract with New Mexico Indian tribes. When the working group arrived at an agreement with two big local tribes a year later, Governor King declined to sign the bargain. He would hold up a deal until Nineteen Ninety Four.
When a new governor took office in Nineteen Ninety Five, it seemed that Native wagering in New Mexico was a certainty. But when Governor Gary Johnson signed the contract with the Native tribes, anti-gambling forces were able to tie the accord up in courts. A New Mexico court ruled that the Governor had out stepped his bounds in signing the deal, thus costing the state of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.
It required the CNA, passed by the New Mexico house, to get the process moving on a full accord between the Government of New Mexico and its Amerindian tribes. A decade had been squandered for gambling in New Mexico, which includes American Indian casino Bingo.
The not for profit Bingo industry has increased from Nineteen Ninety-Nine. In that year, New Mexico non-profit game providers acquired only $3,048. That climbed to $725,150 in 2000, and exceeded one million dollars in 2001. Non-profit Bingo revenues have grown steadily since then. 2005 saw the biggest year, with $1,233,289 earned by the owners.
Bingo is certainly beloved in New Mexico. All sorts of providers look for a slice of the pie. Hopefully, the politicos are done batting around gaming as a hot button factor like they did in the 1990’s. That’s probably hopeful thinking.
