New Mexico has a complex gaming background. When the IGRA was passed by the House in 1989, it seemed like New Mexico might be one of the states to get on the American Indian casino craze. Politics guaranteed that would not be the situation.
The New Mexico governor Bruce King announced a task force in Nineteen Ninety to draft an accord with New Mexico Amerindian tribes. When the working group arrived at an agreement with 2 prominent local tribes a year later, Governor King declined to sign the agreement. He would hold up a deal until Nineteen Ninety Four.
When a new governor took over in Nineteen Ninety Five, it appeared that American Indian gaming in New Mexico was a certainty. But when the new Governor passed the accord with the Native bands, anti-gambling groups were able to tie the deal up in the courts. A New Mexico court found that Governor Johnson had overstepped his bounds in signing the compact, thereby denying the state of New Mexico hundreds of thousands of dollars in licensing fees over the next several years.
It required the Compact Negotiation Act, passed by the New Mexico legislature, to get the process moving on a full contract between the State of New Mexico and its American Indian bands. A decade had been squandered for gambling in New Mexico, which includes Native casino Bingo.
The not for profit Bingo industry has increased since Nineteen Ninety-Nine. In that year, New Mexico not for profit game providers acquired just $3,048. That climbed to $725,150 in 2000, and exceeded a million dollars in 2001. Nonprofit Bingo earnings have increased constantly since then. 2005 saw the biggest year, with $1,233,289 earned by the operators.
Bingo is clearly favored in New Mexico. All kinds of providers look for a bit of the pie. With hope, the politicos are done batting around gambling as an important factor like they did back in the 1990’s. That’s most likely wishful thinking.
