New Mexico has a rocky gambling past. When the IGRA was signed by the House in Nineteen Eighty Nine, it looked like New Mexico would be one of the states to get on the Indian casino craze. Politics guaranteed that would not be the case.
The New Mexico governor Bruce King announced a task force in 1990 to draft a contract with New Mexico Indian tribes. When the panel arrived at an accord with two big local bands a year later, the Governor declined to sign the bargain. He held up a deal until Nineteen Ninety Four.
When a new governor took over in Nineteen Ninety Five, it seemed that Indian wagering in New Mexico was a certainty. But when Governor Gary Johnson passed the contract with the Indian bands, anti-gambling forces were able to tie the contract up in the courts. A New Mexico court found that Governor Johnson had out stepped his bounds in signing the accord, thus costing the government of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.
It took the Compact Negotiation Act, passed by the New Mexico legislature, to get the ball rolling on a full accord between the Government of New Mexico and its Amerindian bands. Ten years had been burned for gambling in New Mexico, including Indian casino Bingo.
The nonprofit Bingo business has gotten bigger from Nineteen Ninety-Nine. In that year, New Mexico non-profit game providers brought in only $3,048. That climbed to $725,150 in 2000, and passed a million dollars in 2001. Not for profit Bingo earnings have increased steadily since that time. 2005 witnessed the biggest year, with $1,233,289 earned by the providers.
Bingo is apparently popular in New Mexico. All kinds of operators try for a bit of the action. With hope, the politicos are done batting around gambling as a hot button matter like they did in the 90’s. That’s most likely hopeful thinking.
